YOU TO OUR WEBCAST SERIES NUMBER THREE, WHICH IS PART OF A 9-SEGMENT SERIES — WEBCASTS
ON IMPLEMENTING UNIFORM GUIDANCE. TODAY WE’RE REVIEWING SUBPART C, PRE-FEDERAL
AWARD REQUIREMENTS. JUST AS A REMINDER, THIS IS A LIST OF THE
9-PART SERIES OF WEBCASTS, AND YOU CAN — I WANT TO ENCOURAGE YOU TO TAKE A LOOK AT ALL
OF THE WEBCASTS, BUT YOU COULD PICK TO CHOOSE BASED ON THE INTEREST THAT YOU HAVE. ALSO WE HAVE A VAST AMOUNT OF MATERIAL AVAILABLE

200.200 TO 213, THE PRE-FEDERAL AWARD REQUIREMENTS AND CONTENTS OF FEDERAL AWARDS. NOW, JUST TO BE CLEAR ABOUT THIS, THIS SECTION
OF THE UNIFORM GUIDANCE APPLIES ONLY TO FEDERAL AGENCIES, AND IT ESTABLISHES THE FEDERAL AGENCY
RESPONSIBILITIES FOR PROVIDING THE ENTIRE PROCESS IN THE AWARD OF FEDERAL GRANTS. THE FIRST STEP IS FOR THE FEDERAL AGENCY TO
SELECT THE APPROPRIATE INSTRUMENT, AND THERE’S FOUR OPTIONS HERE. GRANT AGREEMENTS, COOPERATIVE AGREEMENTS,
FEDERAL CONTRACTS, AND FIXED AWARD. OF COURSE, WITH OUR ONAP PROGRAMS, WE’RE WORKING
WITH GRANT AGREEMENTS. THE NEXT SERIES OF THE UNIFORM GUIDANCE EXPLAINS
HOW THE INFORMATION IS PROVIDED TO THE PUBLIC, MADE AVAILABLE THROUGH NOTICE OF FUNDING OPPORTUNITIES,
THE REQUIREMENT FOR MERIT REVIEWS, BUT I REALLY WANT TO POINT OUT IN THIS SECTION, BECAUSE
I THINK IT HAS THE MOST IMPACT TO RECIPIENTS, IS THE REQUIREMENT FOR FEDERAL AGENCIES TO
REVIEW RISK PRIOR TO THE AWARD. NOW, THE REVIEW OF RISK IS TO INCLUDE FINANCIAL
STABILITY, QUALITY OF MANAGEMENT SYSTEMS, HISTORY OF PERFORMANCE, REPORTS AND FINDINGS,
ABILITY TO OPERATE IN COMPLIANCE WITH REQUIREMENTS. AS A RESULT OF THE RISK ASSESSMENT, FEDERAL
AGENCIES MAY IMPOSE ADDITIONAL REQUIREMENTS UNDER 200.207. THOSE ADDITIONAL REQUIREMENTS MAY INCLUDE
WITHHOLDING AUTHORITY TO PROCEED WITH THE NEXT PHASE PENDING EVIDENCE OF ACCEPTABLE
PERFORMANCE, REQUIRING ADDITIONAL REPORTING, ADDITIONAL MONITORING, REQUIRING TECHNICAL
OR MANAGEMENT ASSISTANCE. AND IF THERE ARE — IF THE FEDERAL AGENCY
DETERMINES THAT IT’S APPROPRIATE TO IMPOSE SPECIFIC CONDITIONS, THE FEDERAL AGENCY IS
REQUIRED TO NOTIFY THE NONFEDERAL ENTITY IN WRITING AS TO THE NATURE AND REASON FOR THE
ADDITIONAL CONDITIONS. SO THIS IS A QUICK OVERVIEW OF THE PRE-FEDERAL
AWARD REQUIREMENTS. I ENCOURAGE YOU TO REVIEW SUBPART C IN THE
